Not Happy

Paid $5.99 to activate all the Animoticons on my iPad and they want me to pay $5.99 to activate it on my iPhone as well. I have bought other apps that went to both devices and didnt have to pay twice. I tried to get a hold of the app provider but cant seem to, I dont do twitter.
